David van Moolenbroek df3975243b tests: fix IPC test set
- use one single library instead of loose library files
- we don't have ftime() anymore
- shmat(non-NULL) is currently broken, fix shmt test set to bypass this
- some other small issues

* NAME
* semctl02.c
*
* DESCRIPTION
* semctl02 - test for EACCES error
*
* ALGORITHM
* create a semaphore set without read/alter permissions
* loop if that option was specified
* call semctl() attempting an IPC_STAT command
* check the errno value
* issue a PASS message if we get EACCES
* otherwise, the tests fails
* issue a FAIL message
* call cleanup
*
* USAGE: <for command-line>
* semctl02 [-c n] [-e] [-i n] [-I x] [-P x] [-t]
* where, -c n : Run n copies concurrently.
* -e : Turn on errno logging.
* -i n : Execute test n times.
* -I x : Execute test for x seconds.
* -P x : Pause for x seconds between iterations.
* -t : Turn on syscall timing.
