Ben Gras 056ac0a0d3 replace library time handling functions 
mktime, tzset, asctime, ctime, gmtime, localtime, strftime
with zoneinfo implementations in src/commands/zoneinfo, referenced
from src/lib/stdtime/Makefile.in.
