Kevin Lim 1a6f21b8d2 Remove sat_counter.cc and put its code into sat_counter.hh.
cpu/SConscript:
    Remove sat_counter.cc and push its functions into the .hh file (all functions were 3 or less lines).
cpu/o3/sat_counter.hh:
    Incorporate .cc code into this file.
