Lisa Hsu 67fda02dda Make it so that all thread contexts are registered with the System, even in
SE.  Process still keeps track of the tc's it owns, but registration occurs
with the System, this eases the way for system-wide context Ids based on
registration.

tru64_events.hh Change ExecContext to ThreadContext. This is being renamed to differentiate between the interface used objects outside of the CPU, and the interface used by the ISA. ThreadContext is used by objects outside of the CPU and is specifically defined in thread_context.hh.
