2b89c38172 Make it easier to find a jobfile. 
util/pbs/jobfile.py:
    Search for the jobfile in sys.path

fc64ab8102 Make pbs submission scripts available to all. 
Fix up configuration scrupts to have better support for
running on the simulation pool.
