Set LIBELF_LINUX to 0 to build on zax. Builds

but did not test... however the only thing this
affects in libelf is the header, so I don't expect
any functional problems.

base/loader/elf_object.cc:
    Set LIBELF_LINUX to 0 to build on zax.
