make the NUMCPUS parameter always refer to the total number of cpus

on the test system.
add an option for pio_delay_write to run.py

util/stats/stats.py:
    full0 -> run0 due to run.py change
    sim_ticks doesn't make sense with tick = ps, so use
    one of the cpu's numCycles paramter
